I think this is the best idea but not issued to those who have just recovered, more a case of continued testing to prove you are up to date. No isolations or quarantines. If you need to go somewhere then the testing record says you are all clear. Not just for travel and crossing borders but includes any entry into vulnerable facilities like retirement villages, nursing homes, hospitals etc. I also suspect somewhere in the future there will be a specific tax to start to repay the jobkeeper payments.
